I attach a schedule shewing in detail the effect of my recommendations and I ask your authority to pay the increases involved as from the 1st. of January, 1913. I recommend that the allowances be retrospective and that all those employees now brought under the scheme who will have served for 3 years or over on the lat. of January, 1913, be allowed to draw the first instalment of $12 per annum as from that date.
